Becoming a ＂Political Power＂ is an identified strategic goal of Japan. Since 1980s Japan used the ＂soft power＂ flexibly to promote the ＂Political Power＂ strategy. By advancing the common values, expanding cultural attractions, creating ＂An Intermediate Force with Global Contribution＂ and other diplomatic means, Japan has expanded its international political space, enhanced its international status, expanded voice in international affairs, and improved the international image, all above has created good international environment on its way to political power.
