摘要
索赔处理是水利工程建设中监理工程师工作的重要内容之一，监理工程师是索赔问题处理的核心。结合盐城市淮河流域2003年灾后重建应急工程苏北灌溉总渠南堤除险加固工程索赔事件处理实例，就水利工程施工过程中索赔的作用、索赔的成因、索赔事件的处理及监理工程师在索赔事件处理过程中应注意的问题展开论述。
Claim processing is one of the most important content in construction of water conservancy work for supervising engineer. Supervising engineer is the core of claim for compensation problem. This article combines the incident example about dealing with the emergency reconstruction project Subei Irrigation Canal dike reinforcement project claim for compensation Huaihe River Basin in Yancheng City in 2003. In addition, give the discussion about the function of claiming for compensation, the cause of formation of claiming, the processing of claiming and the issues that supervision engineers should pay attention during the construction on the hydraulic engineering.
