通过对失业、下岗人群在性别构成、年龄构成、受教育程度、失业下岗前岗位分布及失业下岗后基本生活状况的分析,我们对这一现象有一个全面而明确地了解,提出通过加强失业下岗人员的思想政治工作、就业培训工作、发挥各社会组织的积极作用、完善社会保障制度、优化再就业环境等措施来实施有中国特色的再就业工程,以实现在现有国情基础上,动员一切可利用资源来做好失业下岗人员的再就业工作,切实为失业下岗人员服务。

Through an analysis of the structure of sex, age, educational level, distribution of job posts before and after unemployment, and basic life conditions, we get a clear picture. We understand that to implement the re - employment project we must reinforce the ideological and political work of the unemployed, give a full play to various social organizations, perfect the system of social security, and optimize the environment of re -employment so as to mobilize all the resources available to do the re -employment project well and serve the unemployed.
