基于公共财政理论的民族教育财政体系研究

我国当前教育发展和落实民族教育自治权所面临的一个重要困境就是教育财政投入不足。解决这一问题单靠民族自治地方的财政能力远远不够,它有赖于民族自治地方教育公共财政化程度的提高、对民族自治地方教育财政转移支付力度的加大和对民族自治地方更多的政策倾斜与照顾。民族教育公共财政化具有一定的必要性与可行性,民族教育只有在国家财政以及其他财政性教育经费来源方面得到更多的保障,才能在民族地区乃至国民经济发展中走出困境获得更大的发展。

Financial shortage is the point of the current educational development and the implementation of autonomy of national education in our country. To solve this problem does not only depend on the finance of national autonomous areas, but also on the improvement of the public finance of local education, the efforts to increase financial transfer payments and more favorable policies in autonomous areas. Public Finance of National Education has a certain necessity and feasibility, only if getting more guarantee from national finance and other financial education funding, that national education can make more progress out of dilemma in ethnic areas and the development of national economy.
