某疾病预防控制中心人力资源现状及存在问题初探 被引量:5

A preliminary study on human resource and its issues existed in a center for disease prevention and control

摘要 目的了解某疾病预防控制中心(CDC)2008年人力资源现况,为该机构人力资源优化方案提供依据。方法采用文献研究、现场调研的方法对该CDC的人力资源现况进行分析。结果2008年该CDC人员总数为622人,未超过编制标准,专业技术人员比例为88.3%;总体年龄结构基本合理,35岁以下人员占33.1%,55岁以上人员占4.9%。但是从不同岗位的年龄分布来看,呈现防病岗位到卫生、管理、工勤岗位年龄逐渐增大的趋势,防病岗位的人员相对比较年轻;职称结构为初、中、高比例4∶4∶2.3,高级职称突破了人事局要求20%的标准;学历构成以本科为主,博士占5.6%,硕士占16.4%,本科占36.3%,大专占21.1%,中专及以下占20.6%。结论该疾控中心的人员数量不足,专业技术人员比例符合国家标准,但人员年龄层次、职称比例结构、不同岗位的学历水平不甚平衡。建议通过改革工作机制,有计划、有重点的引进或者培养专业人才,建立科学有效的继续教育方法,鼓励职工进行在职学历教育,逐步优化人员配置,促进卫生防病工作的发展。 Objective To know current situation of human resource in a certain center for disease prevention and control(CDC)in 2008 to provide evidence for its optimization there.Methods Literature review and field study were used to describe and analyze current situation of human resource in this CDC.Results In the CDC,there totally were 622 staff in 2008,not exceeding authorized size,with 88.3 percent of them professionals.Their age structure was basically reasonable,33.1 percent of them under 35 years and 4.9 percent over 55 years.But,ages of the staff tended to present an increasing tendency ranking from their positions of disease prevention to those at positions of hygiene,management and logistics,with relatively younger at position of disease prevention.Structure of their professional titles presented a ratio of 4∶4∶2.3 for those with higher to middle to lower titles,exceeding 20 percent of authorized size for those with higher titles.For structure of their schooling,5.6 percent of them had doctorate degrees,16.4 percent with master degrees,36.5 percent with bachelor degrees,21.1 percent with college schooling of a three-year curriculum,and 20.6 percent with secondary vocational schooling or lower.Conclusion Number of staff at this CDC is insufficient,with a reasonable proportion of professionals,but unreasonable age structure,unreasonable proportion of those with varied professional titles and those with unbalanced schooling at different positions.It is suggested to introduce and train more professional talents in a planned way focused on some key positions through reform in its working mechanism,to establish a scientific and effective method to encourage its staff engaging in continuing education,and optimize staffing,so as to promote development of health and disease prevention there.
