摘要
石油石化行业物料及产品具有易燃易爆、易中毒、腐蚀性强等特点,因而较其他行业有更大的危险性。以兰州石化400 kt/a气体分馏装置一次液态烃换热器泄漏演练为例,就石化企业开展应急准备和响应工作从应急预案体系、污染物处置、应急预案评审、应急预案培训、应急装备管理等方面提出几点建议。
Raw materials and products involved in oil refining and petrochemical industries are inflammable, explosive,toxic and corrosive,so oil refining and petrochemical industries have higher hazard level than the other industries.Taking an emergency exercise for the leakage of liquid hydrocarbon heat exchanger in the 400,000 t/a gas fractionation unit at Lanzhou Petrochemical Company as an example,this article advances some suggestions on emergency preparedness and response of petrochemical enterprises from aspects of emergency plan system,pollutant treatment, emergency plan evaluation,emergency plan training and emergency equipment management,etc.
