基于力学分析的流转耕地用途变化动力研究——以重庆市忠县为例

Study on the Dynamic of the Cultivated Land Use Changes in Transfer Based on Mechanic Analysis——A Case Study of Zhongxian County,Chongqing

以重庆市忠县为例,运用力学理论解析了流转耕地用途变化的动力,并构建了流转耕地用途变化的调控系统.研究表明:流转耕地用途变化是在农地流转市场发展、土地利用比较效益、地方政府引导行为等驱动因素,以及耕地保护政策、农地流转管理制动因素共同作用的结果,且驱动力远远大于制动力作用.因此,在实际流转中应建立耕地保护的共同责任机制,并发挥市场的基础性作用,遏止地方政府冲动,严格流转农地的用途管制.

This paper based on the actual investigation in Zhongxian County, using Mechanic Analysis research on the dynamic of the cultivated land use change in transfer. And construct the regulatory system of the circulation of cultivated land use changes. Research shows that., the circulation market, compared with the interests and the local government＇s leading acts are main driving forces for the circulation land use changes in transfer, and the protection system of arable land, the management of the circulation of agricultural are main braking forces. It is concluded that cultivated land use changes in transfer acted by the driving force and the braking force together. And the driving force is far greater than the braking force. In practice, it is necessary to establish the common responsibility mechanism to protect the cultivated land, and play the basic role of the market, and curb the urge of Local government to strictly control the agricultural land-use changes in transfer.
