城镇职工基本医疗保险下卫生筹资公平性分析

The Analysis of Health Financial Fairness under The Urban Employees Basic Medical Insurance

筹资公平性是WHO于2000年提出的卫生事业三大目标之一，在我国实现卫生筹资公平性过程中面临区域及城乡不平衡、卫生资源有限等难题，短期不易实现筹资公平。本文试图对城镇职工基本医疗保险参保职工的卫生筹资公平性作出评价，发现城镇职工基本医疗保险各省参保职工问有较好的公平性，但大多数省市的个人支付比重仍较高，各省市之间的筹资构成也有很大差异，因此部分省市的增加财政投入和调整筹资构成是必要的。

Finance fairness is one of the three goals of health program from the report of WHO. It is hard for us to achieve the goal of finance fairness in short time for the reasons of many problems such as the unbalanced among provinces, the unbalanced between urban and country, the limited health resources. This paper analyses the finance fairness among different provinces of the urban employees who are under the Urban Employees Basic Medical Insurance （UEBMI）.One conclusion is that the finance fairness among provinces of the urban employees who are under the UEBMI is good. The other conclusion is that there exists quite different finance＇ structure among provinces. Increasing the finance input and adjusting the finance＇ structure are necessary.
