本文基于科学发展观为我国现阶段新闻价值观提供重要语境的现实，在阐述新闻价值观与发展观之间共性的基础上，从根本上厘清了新闻价值观与发展观之间相互促进、相互制约的双重关系。

Based on the reality that the Scientific Outlook on Development contributes to the transition of news values of current Chinese mass media, this article will elaborate the common between the news values and the Outlook on Development,and then reveal the dialectic relation of them： mutual dependence and restriction.
