试论新时期农村基层干部的素质

On the Quality of Rural Grassroots Cadres in New Era

在社会主义新农村建设中,农村基层干部应具有较强的集体观念和共同富裕的意识;具有市场化经营的能力和改革创新的精神;具有"以人为本"的发展理念;具有较强的学习意识和科技兴农的意识;具有较强的民主法制意识和自我约束能力。为此,需要完善农村基层干部准入机制,建立健全的农村基层干部培训机制。

Building socialism new countryside is a major decision-making by Communist Party of China from the overall situation to comprehensively build an affluent society, and also a significant strategic plan to solve the ＂three agriculture＂ questions. We will face many new situations and questions in building the socialism new countryside. So we greatly need the high quality grassroots cadre troops in countryside to take on this historical responsibility. Specifically speaking, grassroots cadres should have such qualities as the follows： the stronger collective spirit and the common enrichment consciousness; the market management ability and the spirit of reform and innovation; the development idea of people oriented; the stronger study consciousness and the idea of strengthening agriculture through science and technology; the stronger consciousness of democratic legal system and the self-restraint ability.
