摘要
政策效益指政策实施的实际效果以及完成政策目标的情况。从政策目标达成度、政策投入、政策的直接效益和政策公平性等方面对我国义务教育政策实施进行评估,初步结论是:义务教育接近全面普及、义务教育学校办学条件不高和义务教育不均衡问题比较突出。
Policy-effect means the actual results of implementation the policy and the completion of the policy objectives. This paper, from the policy objectives, the policy investment, the direct benefits of policies and fairness of the policy, assess the implementation of compulsory education policy in our country. Tentative conclusions are compulsory education is close to universal access, school teaching conditions of compulsory education are not high and the imbalance of compulsory education is more prominent.
