改革开放30年来,中国经济在高速发展的同时也带来了资源浪费和环境污染等诸多问题。GDP作为衡量一个国家经济发展程度的主要标准,已经不能真正体现我们党加强社会民生建设的基本要求。当前,"以人为本"的科学发展观已经成为各级政府的核心执政理念,绿色GDP作为新的指标考核体系正出现在一些地方政府政绩考核的标准中。本文拟从转变考核理念和加大实践探索两个方面,对构建以绿色GDP为核心的科学政绩观进行剖析。

As the main standard ofweighing the country＇ s economy degree of development, the GDP achievements cannot manifest the truly the essential requirements of our Party to strengthen the social people＇ s livelihood construction. At present, the humanist scientific development concept has already been all levels of the government＇s core being in ruling ideas, green GDP inspection system is becoming the standard of inspecting the achievements in some local governments. This paper analyzes the scientific achievements view of Constructing green GDP as the core from two aspects： transformation of the inspection ideas and research of practice Explorations.
