Accelerating the Transformation of Economic Development Pattern——The Key to Boost the Building of a Strong Shandong Province

建设经济文化强省涉及经济、文化、社会发展的许多方面,其中,很重要的一个问题就是加快经济发展方式转变和经济结构调整。转方式、调结构是我省经济社会发展进入新阶段的内在要求,是应对国际金融危机的客观需要,是顺应国内区域发展新趋向的现实选择,是抓住用好重大机遇的有效途径。加快经济发展方式转变和调整经济结构的三个努力方向是:大力实施高端高质高效产业发展战略,以企业为重点切实提高自主创新能力,扩大规模与提高水平并重加快发展服务业。同时,要加强人才建设、加快技术升级、突出投资导向、突出改革创新,为转方式、调结构提供保障措施。

Building Shandong Province into a strong province of economy and culture involves economy,culture and many aspects of social development,among which there is a very important problem,that is,the transformation of economic development pattern and economic restructuring.With the economic and social development of Shandong Province entering a new stage,the pattern transformation and structure adjustment are inherently requested,for it is the objective demands to challenge international financial crisis,the realistic option to follow the new development trend of domestic regions,and the efficient approach to seize and use important opportunities.In order to accelerate the transformation of economic development pattern and economic restructuring,great efforts must be made towards the three following ends: to vigorously implement the industrial development strategy of high end,high quality and high efficiency;to enhance the capacity of independent innovation with the focus on enterprises;to accelerate the development of service industry by attaching equal importance to both expanding scale and improving level.Besides,efforts also should be made to boost the building of high quality personnel,to accelerate the upgrading of technology,and to give prominence to investment guide and reform and innovation,so as to provide guarantee to the transformation of development pattern and economic restructuring.
