Hobbes's " Leviathan" is known as the Bible on the understanding of modern national sovereignty. Beginning from the basis of Hobbes's political philosophy, the paper explains the writing background and intention of preceding chapters of Hobbes' " On humans" in Part I, also with the help of Strauss and the Cambridge schoolrelated readings. Then the author discusses the basis of a new political philosophy of Hobbes, namely the antinomy between the desire of power and the fear under the natural situation. On this basis, the paper further explains the delicately constructed theory of sovereignty and at the end it points out two different sides of Leviathan which are shaped by Thomas Hobbes.
