摘要 天保工程实施后,我国的森林资源实行限量采伐,造成林产工业原料严重不足,丰富的林区废弃物可以成为现有原料的有益补充。国际上林区废弃物资源化已成为重要的资源产业,发达国家能够对三分之一左左的林区废弃物进行回收利用。黑龙江省正在进行林区废弃物利用的尝试,但由于林区生态环境的敏感性,对这一利用应有着更严格的生态要求。以林区废弃物的回收利用为出发点,通过对黑龙江省目前对林区废弃物利用现状的分析,构建了黑龙江省林区废弃物利用活动的生命周期评估体系,以这一评估体系为基础,提出林区企业废弃物实现清洁化生产的思路,如从开发林区生物质能源、对林区企业进行定期清洁生产审核、开展林区全方位定位监测等,以利于森林资源的保护性利用。 Forest harvesting has been limited after the implementation of natural forest protection project in China and it leads to serious stuff shortage in forestry industry. Rich forestry - wastes become a useful complement today. Forest wastes utility has become an important resource industries allover the world. One- third wastes are able to be recycling used in developed countries. The attempt is going on in Heilongjiang province. Regarding forest waste recycling use as a starting point, analyzed the current status of the use of forest wastes. Basing on it, established the life cycle assessment (LCA) system about forest wastes uses in Heilongjiang province and put forward the ideas that forest wastes product cleaner, such as exploiting forest biomass energy, setting up a regular basis audit regulation on the cleaner production in forest region, carrying out comprehensive monitoring in forest region etc. All these countermeasures are to ensure facilitate the protection utility of forest resources.
