Institutional Innovation in the Construction of Poyang Lake Ecological Economic Zone

鄱阳湖生态经济区建设的关键在于体制机制的创新,要探索出一条既能保护生态,又能实现又好又快发展的新路子。鄱阳湖地区建设生态文明的现实需求较为迫切,其制约发展方式转变的各种体制机制政策因素在全国具有代表性和典型性。本文立足于鄱阳湖生态经济区建设的现状和发展需求,深入分析鄱阳湖生态经济区建设现有体制机制的主要问题,提出6项体制、8项机制创新的重点及优先序,以及生态经济区体制机制建设的政策支撑体系和综合配套改革。

The institutional innovation to explore a new path, which can protect the ecology and achieve a sound and rapid development, is the key to construct the Poyang Lake Ecological Economic Zone. Poyang Lake region has urgent practical needs to build an ecological civilization, which is representative and typical in various systems and policies of constraining the developmental method transformation in China. Based on the status of Poyang Lake Ecological Economic Zone, the paper analyzes the major issues on constructing the existing institutional mechanisms and proposes the priority order and the main focus of the innovation of the institutional mechanisms, the policy supporting system and its synthetical reform.
