国外的公共健康伦理研究

刚刚结束的哥本哈根气候大会受到了世界各国人民的高度关注,引发了人们对全球性气候变化和环境公正的热议,同时,也成为公共健康伦理研究中的重要论题。公共健康伦理是在20世纪末、21世纪初在生命伦理学中派生出来的一门新学科。但是,当前国内外学术界对于什么是公共健康、什么是公共健康伦理、公共健康伦理研究的范围究竟有哪些、如何确定公共健康伦理的基本概念和理论体系、当代公共健康伦理应当重点讨论哪些问题、中国的公共健康伦理面临着哪些主要挑战等,尚有待深入研究。面对国内学术界这方面研究的薄弱现状,本专题讨论仅从几个侧面对这一新学科作出初步思考,意在抛砖引玉,吸引更多学者参与到这项研究中来,为解决中国当代公共健康实践中的伦理问题、构建更为公正的健康保健制度、完善社会公共健康体系和政策、建设公正而和谐的社会作出贡献。

The climate conference held in Copenhagen has caused many heated discussions about global climate changes and environmental justice as well as an important topic of public health ethics. Now there are some disputes about what public health is,what public health ethics is,research category,basic concept and theoretical system,key issues,and the challenges that China faces in public health ethics. Researches in China are in the primary stage. This topic for special discussion only reflects some thoughts about this new subject. I hope more scholars will contribute to solving ethnic problems in public health,health care system,perfection of public health system and policy,thus making a fair and harmonious society.
