摘要
1949年以后,我国建立了福利费制度,其内容包括福利补助的条件或对象、项目、形式、原则和标准,以及福利组织和福利费的收支等方面的规定。福利费制度在解决工作人员的后顾之忧、从而提高工作效率方面产生了积极作用。但同时,此制度在执行中也存有福利费评核手续不严、福利费使用不当等不合理现象;而且,制度本身也含有"包起来"因素;不符合按劳取酬精神;助长工作人员带家属住机关的偏向;偏重物质补助、忽视精神帮助等方面的缺陷。
From 1949, a welfare funds system was set up in China, involving the fund' s application, target, project, form, principle, standard as well as welfare organizations and the balance of payments and provisions. This welfare funds system did well in relieving worries behind and enhancing the efficiency. But it had unreasonable implementation in the assessing procedure and the funds allocation. And the system itself had something that did not accord with the principle of pay according to the amount of work. In addition, material benefits were stressed and spiritual help was neglected.
