Study on the Framework of Cross-Region Urban Flexible Management Pattern—The Core Testing Zone of Shen-Fu New Town as the Case

在介绍典型跨行政界限管理模式与新城管理模式的柔性管理趋势基础上,论述了跨行政界限的城市柔性管理模式的内涵与框架内容,进而提出了构建沈抚新城核心试验区的柔性管理模式框架,为沈抚同城化发展和沈抚新城核心试验区管理提出了思路和方法。

On the analysis of typical cross-region management patterns and the flexible trend of management patterns of Chinese new towns, the paper brings forward the meaning and the framework of the cross-region urban flexible management pattern,then it builds the fxamework of the flexible management pattem for Shenyang-Fushun new town, and makes suggestions on the development of Shenyang-Fushun district and the one of the core testing zone of Shenyang-Fushun new town.
