摘要
我国基础教育的财力、人力、物力资源在空间单元上的省际及城乡间配置存在明显的差异,以2003-2006年间数据通过常见的差异分析指标发现,我国基础教育无论是在人力、物力、还是财力资源主要指标的配置上,省际及城乡间的差距仍在扩大,呈现典型的"马太效应"。城乡间及区域间的社会经济的不均衡发展以及不公平的资源配置政策是导致这一结果的最主要的原因。政府应统筹协调城乡间及区域间的发展,对弱势群体和地区进行补偿投资、建立公共基础教育财政制度,从"资源平等"的起点促进教育公平。
There exists an obvious different configuration of financial, human and material resources of basic education between inter-provlnce and inter-urban and rural areas in China ,and the gap continues to widen, showing a typical “matthew effect.”Socio-economic development imbalance and inequitable resource allocation policy is the most important cause for this result. Government should orchestrate the development between urban and rural areas and regional development, compensate investment for disadvantaged groups and regions,establish public basic education finance system, from the starting point of “resources equal” to promote educational equity.
