我国水电项目CDM开发潜力巨大,但大水电项目CDM开发难度较大,可能遭遇极端环保组织的责难.结合筱溪水电项目在CDM开发过程中应对国际河流组织的责难经验,分析大水电项目CDM开发中应对各种责难的策略,为我国大水电CDM项目的开发提供必要的技术指导和借鉴.

Although the development potential of Hydropower CDM projects is huge in China, the development difficulties the large scale hydropower CDM projects face are more than other projects, and may incur the critique from the extreme environment protection organizations. Integrated with the response experiences of critique from International Rivers to Xiaoxi Hydropower Project, the response strategies were summarized to the critique from the different organization, and some necessary technical guideline and reference were put to forlarge scale hydropower CDM project Development.
