摘要 根据城市大型交通工程建设项目特点,建立项目建设的社会风险评价指标体系,建立主观赋权与客观赋权相结合——熵权系数法和层次分析法相结合的综合评价方法,对社会风险进行评价。以客观评价、专家评价和影响区域公众参与评价为基础,采用综合评价模型对城市大型交通工程建设项目社会风险进行评价,把多因素评价中的指标反映的固有信息和主观信息进行量化与综合,既具有评价的客观性,又能反映出专家的经验性判断。结合武汉市三环线项目后评价项目,对城市大型交通工程建设项目社会风险分析进行实证研究。 The evaluation index system of the construction projects' social risk is presented based on the characteristics of the large-scale urban traffic construction projects. The paper also presented a comprehensive evaluation method combining objective weighing and subjective weighing, that is, the comprehensive evaluation method combining entropy-weight coefficient method and AHP (Analytic Hierarchy Process), to evaluate the social risks. It uses the comprehensive evaluation model combining entropy-weight coefficient method and AHP to evaluate the social risks of the large-scale urban traffic construction projects, based on the objective evaluation, expert evaluation and regional evaluation of the impact of public participation, comprehending and quantifying the inherent and subjective information reflected by the factors of multi-factor evaluation. Using this method, the evaluation is objective, and reflects the experts' empirical judgments. At last, this paper makes an empirical study on the social risk of large-scale urban traffic construction projects, by studying the post project evaluation of the Third Link project, one of the key projects in Wuhan city.
