摘要
外债是中国近代铁路建设资金的主要来源。南京国民政府在筹集铁路修筑资金内外交困中,铁路外债政策是以整理旧债为主,目的在于举借新债,并躬力实践。通过逐个谈判,分别整理,迅速解决了几十年的铁路外债积欠,推动新一轮举债筑路高潮的到来,促进铁路事业的发展,并形成新的借款模式,时代特征凸显。
External debt is the main source of railway construction funds in modern China. During the internal and external difficulties in raising funds for railway building, the Nanjing National Government's railway external debt policy is mainly to tidy up old debts and borrow new debts. Through negotiating and arranging, the old debts in decades is solved rapidly, which pushes a new tide of borrowing and advances the development of railway construction. At the same time, a new mode of borrowing is formed, which high- lights the characteristics of that time.
