摘要
《禁毒法》是我国规范禁戒毒工作的一部系统的综合性法律,体现了以人为本的宗旨和理念,彰显了国家对吸毒人员的重视和关爱,综合了我国和世界各国成功的禁戒毒经验。但也存在立法过于原则抽象、程序规定不完整、体制不合理、超前的理念与现实脱节等问题,这就需要理论与实践相结合,摸索出成功的经验以进一步完善之。
＂Drug Law＂ is the first systematic laws of China on drug -banning, emboding fully the people - centered philosophy and ideology, the state＇s caring of the drug abusers. It combines the success of our country and the world drug -banning experience. But there are also such problem too abstract and in princible, procedural requirements are incomplete, the as the context of legislation is unreasonable structure, ect.,which need to combine theory and practice, work out the successful experience in order to improve it.
