坚持科学发展观,建设社会主义和谐社会,必须深化应急管理工作规律性的认识;必须增强自觉学习突发事件应急管理法律知识的理念,增强依法处理非常时期非常事务的法治理念,增强依法预防突发事件应急管理的法治理念,增强全面预防和管理突发事件的法治理念,增强灾害救助中政府职能转变的法制理念,增强动员社会和公众自救与互救的法治理念;需要健全突发事件应急管理的"雨天"法案体系,建立突发事件应急管理的行政征用法律制度、行政救助法律制度、行政指导和行政监督法律制度。

The following work must be further done to adhere to the outlook of scientific development and construct a harmonious socialism society. If so, the people＇ s concept of law about emergency management will be improved. Think further the emergency management and find out its regularities; study further the laws about it; dispose further the unusual affairs on unusual occasions according to laws; prepare for the emergent affairs according to laws; transit the government functions when the disasters occur and the salvations are enforced; mobilize further the society and the public to help themselves and help each other. A healthy legal system for the emergencies requires such laws as administrative requisition, administrative salvation, administrative direction and supervision.
