对科协及其基层组织法律地位的思考

科协及其基层组织因其法律地位不明确而处境艰难。确立中国科协及其基层组织的法律地位,对推进国家科技创新、完成党和政府赋予科协的历史使命,以及维护科技工作者的合法权益具有重要意义。科协其性质从法理上分析应属非营利性法人。应制定《科技社团法》等专门法,完善相关法规,明确赋予科协及其基层组织独立的法人地位。

In practice, the legal status of CAST （the China Association for Science and Technology） is not dear and is struggling. It＇ s very significant that we establish the legal status of CAST and its grass - roots organizations and enhance the advancement of national scientific and technological innovation, complete the party and the government＇ s mission. CAST should be analyzed from a legal non -profit corporation. ＂Technology Societies Act＂ and other special laws and regulations should be developed to improve relevant laws and regulations and build up the legal status of CAST.
