海西区两岸特色经济合作机制试点研究——基于设立琅岐海关特殊监管区的思考

海峡西岸经济区战略构想的提出,契合国际经济运行中出现的经济区域化日益明显、地区性经济整合加剧的新特征,尤其是在当前两岸"大三通"基本实现的情况下,如何利用福建地缘优势开展两岸经贸合作及形成两岸特色经济合作机制,对于海峡经济区的繁荣、发展显得尤为重要。从建立琅岐海关特殊监管区的战略定位、设计思路与创立原则、建设措施与对策建议三个方面,探讨设立琅岐海关特殊监管区作为两岸特色经济合作机制试点的可行性。

The proposed strategic vision of Hercynian economic zone fits the operation of the international economy which appears increasingly clear economic regionalization and regional economic integration. Especially in the situation that cross - strait three links are basically achieved, how do we take the geographical advantage of Fujian province to carry out cross - strait economic and trade cooperation and format characteristics of cross - strait economic cooperation mechanism is vital to the prosperity and development of the Straits＇ economic zone. A research related to the establishment of Langqi special customs surveillance zone is made from three aspects, special customs supervision areas strategic positioning, design ideas and the establishment principle, building measures and countermeasures, and the feasibility of the establishment of Langqi special customs surveillance zone is explored as a uniqe cross -strait economic cooperation mechanism.
