许景澄与晚清海军建设

Xu Jingcheng and Navy Construction in Late Qing Dynasty

中法战争期间,许景澄即上书筹言海防,得朝廷采纳。在两次出使外洋时,他曾主持勘验"定远"、"镇远"、"济远"和订购"经远"、"来远"等舰船,以及购买枪弹,为清朝海军的发展提供了条件。他还潜心研究各国海军,编译《外国师船图表》供国内参考,并上疏条陈海军应办事宜,提出加强大沽口防卫及在胶州湾建设海军基地等具体主张,为创建我国近代海军作出重要贡献。

During the Sino-French War of 1884,Xu Jingcheng suggested Qing Dynasty should build the coast defense and his rational opinions were accepted.When he served as an envoy abroad,he took charge of examining ＂Ding Yuan county＂,＂ Zhen Yuan county＂,＂Ji Yuan county＂,and Buying warships and ammunition.What he had done provided the requisite conditions for the development of navy of Qing dynasty.At the same time,he devoted himself to study the navy abroad.He translated and compiled ＂foreign teacher boat form＂ for domestic reference.And he submitted a written statement to state how to strengthen the defense of dagukou and build naval base in Eastern Shandong Bay（jiaozhou Bay） etc.He has therefore made enormous contributions to the building of China＇s navy.
