How to strengthen the cost management of construction-agent system for government investment

由于政府投资项目代建制试行中仍然在项目决策阶段、设计阶段、实施阶段存在"三超"问题,从"合理确定、有效控制、信息管理、技术与经济相结合"等方面阐述了加强政府投资代建制项目的工程造价管理,并提出代建制项目应当开展绩效评价,加大社会监督力度。

Due to the fact that there exist problems in the project decision-making phase, design phase and implementation phase in the trial of construction-agent system for government investment, the author puts forward some ideas as responses to how to strengthen the cost management of construction-agent system projects invested by the government： reasonable confirmation, effective control, information management and combination of technology and economy, and advises to conduct performance evaluation and increase social supervision to the construction-agent system projects.
