近几年,中俄战略协作伙伴关系深化发展,加上2008年下半年以来国际金融海啸肆虐与蔓延,中俄能源合作出现了新的发展形势:俄罗斯急需吸引外国资本开发油气资源、俄罗斯将愈来愈重视同中国和东北亚国家的能源合作、中国将积极开展油气资源开发利用的国际合作、中国能源开发利用的多元化国际合作战略将促进中俄能源合作的发展、中俄战略协作伙伴关系不断巩固和发展。
