现代技术产生社会风险的机制和水平发生了根本的变化。现代技术风险究其本质是人类自己制造出来的风险,它对传统伦理原则提出了严重挑战,向当代社会提出了新的伦理诉求。因此,应建构和完善全球伦理、远距离伦理、责任伦理以及伦理规范,提高技术伦理的利益考量点,扩充技术伦理的调整范围,增强技术决策主体的伦理责任,强化对技术发展的规范约束,以有效防范和控制现代技术风险。

The mechanism and level in which modern technology engenders social risk changed greatly.The risk of modern technology is a kind of risk which is made up by human themselves,and it brings great challenge to the traditional ethic principle and puts forward some new ethic demand.So,in order to prevent and control modern technology risk,the global ethic,distant ethic,ethic of responsibility and norm of ethic should be constructed,the starting point of benefit improved,the adjusting field of technology ethic broadened, the ethic responsibility of decision-maker increased, and the normative control on technology strengthened.
