随着应对突发公共事件日益成为国家政治生活的常态,信息在应对突发公共事件中的作用便凸显出来。突发公共事件信息是对突发公共事件过程的反映,能够影响公众的行为,有效利用信息可以减少管理者行为的不确定性。突发公共事件信息的功能主要表现在两个方面:一是在决策系统内部,决定决策活动的质量和效率;二是在决策系统和外界环境之间,决定社会稳定。

Recently, the public emergency happened frequently in Chinese large and medium - sized cities, so the ability to process public emergency, to some extent, is also the information policy and essence of evaluating the government. Dealing with public emergency is increasingly becoming the normal state of the national political life; accordingly, the role of information is outstanding in processing public emergency. The information, influencing public behavior, is the reflection of processing public emergency, which decrease the uncertainty of manager behavior. The chief functions of information on public emergency are to determine the quality and efficiency of decision - making activity in decision system and to determine the stability of the society between decision system and internal environment.
