文章在介绍中国科学技术信息研究所基本情况的基础上，重点阐述了该所在新形势下积极探索发展道路，以“建设事实型数据资源、推动科技情报研究”新思路为指导，以科学管理为保障，实施“资源立所、技术强所、人才兴所”战略布局的具体内容和取得的初步成果，以总结经验为科技情报行业的发展提供参考。该文为《数字图书馆论坛》2009年第12期本期话题“各国科技信息机构纵览”的文章之一。

This article is based on a brief introduction of Institute of Scientific and Technical Information of China, it focused on exploring the way of development at current situation actively, and it is guided by a new approach of ＂building factual data resource, promoting scientific and technical information study＂ , guaranteed by scientific management, carrying out the specific contents and initial achievements of the strategic planning which includes ＂based on resource, strengthened in technology, and depend on talent＂ , and provides reference for technical information development with summarized experiences.
