环渤海地区协调发展的内外因分析

中共十七大报告强调"遵循市场经济规律,突破行政区划界限,形成若干带动力强、联系紧密的经济圈和经济带。"改革开放以来,我国区域经济发展经历了从珠江三角洲向长江三角洲再向环渤海地区逐次由南向北推进的过程。当今世界经济全球化和区域经济一体化正深入发展,中央也把加快环渤海地区崛起作为重大战略举措,积极推进京津冀都市圈和天津滨海新区的发展。"环渤海"正在成为继"珠三角"、"长三角"之后我国新的经济增长极。环渤海地区的加速崛起对于我国东部地区继续快速发展、东北老工业基地的振兴、中部的崛起和西部大开发都有重要意义。本文通过对环渤海地区协调发展的优势和劣势、机遇和威胁的分析,针对各地实际特点和内外部条件环境,提出相应的对策措施。

The 17th National Congress of the CPC＇s report stresses that＂follow the rules of market economy,break through boundaries administrative divisions,led a number of economic circle and economic belt,which have strong,close economic links.＂Since reforming and opening up,China＇s regional economy is having experienced the process of carrying forward,from the Pearl river delta to Yangtze river delta then to Bohai rim area and from south to north.Now world economic globalization and regional economic integration are developing in depth,central government also quicken the rise of Bohai rim area as significant strategy act,and adopt vigorous measures to carry forward the development of the Beijing-Tianjin-Hebei urban enclosure and Tianjin Binhai New Area.Bohai rim area is becoming a new economic growing pole after the Pearl river delta and Yangtze river delta.The quick rise of the Bohai rim area is an event of significance for the continual quick development of eastern area,the promotion of northeast old industrial base,the rise of the middle area and western development.In view of the real characteristics of different area and internal factors and external environment,we analyze the superiority and weakness,opportunity and threat of the Bohai rimarea＇s development in coordination and propose corresponding measures that we should take to quicken the harmonious development of the Bohai rim area.
