社区共同体的资源整合及其能力建设——社区自组织能力建设路径研究

Resource Combination and Capacity Building of Community:An Approach Study of Building Community's Self-Organizing Capability

社区资源包括物质资源、人力资源、组织资源、文化教育资源、社会资本等。提升社区共同体的资源整合能力是实现支持网络从单位到社区转变的重要前提,是社区建设和社区可持续发展的关键,也是社区自组织能力建设的基础。社区共同体的资源整合能力建设需要:(1)发挥社区党组织、居民委员会为主体的居民自治组织、社区群团组织等体制内组织在社区资源整合中的作用;(2)因应居民社区生活的新需要,培育和组建社区资源整合的新载体;(3)建立新型睦邻关系,形成普遍信任、互惠合作的人际关系及其支持网络;(4)建立和完善社区资源共享、成本分摊机制。

Community resources include material resource,human resource,organizational resource,culture education resource,social capital resource,etc.Enhancing resource combination capacity of community is an important premise of realizing network transformation from social units to community,and it is also the key to realize sustainable development,and the foundation of community's self-organizing capacity building.This paper puts forward four aspects of countermeasures and suggestions:firstly,community's CPC organization and other mass groups should be used to accelerate the process of resource combination;secondly,new media should be reconstructed to respond to new needs of community residents;thirdly,new harmonious neighbor relations should be set up to rebuild new networks of community cooperation;lastly,new mechanism should be reinvented to realize resource share and cost proportion.
