摘要
本文基于中国经验运用理性分析的方法对公共文化服务组织体系及其变迁问题展开研究。旧思维下的公共文化服务组织体系是一元化体系,新思维下的公共文化服务组织体系是多元化体系。本文认为,多元化组织体系较一元化组织体系能更好地满足公民的不同文化需求,能更好地保障公民文化权利的实现。改革开放促使中国公共文化服务从一元化组织体系向多元化组织体系变迁,这个变迁过程受到市场、政府、社会和文化服务理念这四个主要因素的影响。当代中国公共文化服务组织体系还在走向"三足鼎立"理想模式的变迁途中。
This paper studies on the organizational system of public cultural services and its change via rational analysis. Under the old thinking, public cultural services were organized as a unified system, while the new thinking prefers a diversified system. Compared with unified system, diversified organizational system can not only better meet citizens needs for different cultures but also better safeguard the realization of their cultural rights. Chinas reform and opening - up policy promotes the transformation of public cultural services from the unified system to the diversified system, and the changing process is influenced by market, government, society and culture service ideology. The contemporary Chinese public cultural service organizational system is moving toward an ideal mode of "a situation of tripartite confrontation"
