摘要
介绍了浙江省电力公司构建的供电企业电能表三元质量管理体系:通过统一电能表技术条件、规范电能表质量评价体系建立质量计划,对招标检测、验收检定、故障表分析、运行抽检等多个控制点进行质量控制,以定期通报质量数据为改进动力、以质量数据判定及招标技术评价为重点进行质量改进。质量管理体系的实际运行证明了三元电能表质量管理体系的可行性与有效性。
This paper introduces the construction of the ternary quality management system of electricity meters in Zhejiang Electric Power Corporation. The system consists of three parts: (1) establishing a quality control plan by means of unifying the technical conditions for electricity meters and standardizing the quality evaluation system; (2) multi-point quality control complete with checks in the procurement and acceptance, faulty meter analysis and sampling of meters in operation; (3) quality improvement driven by regular circulation of quality data reports, with quality data assessment and bid evaluation process as the focus. This quality management system has proved to be feasible and effective in the actual operation of the corporation.
