摘要
对风景资源价值展开核算需要在风景资源价值观念更新的前提下,明确风景资源的社会属性定位,并正确把握其价值核算目的,在划分资源价值类型的基础上,将风景环境资源价值核算作为研究重点,初步构建起资源价值核算体系,并借鉴资源与环境经济学中成熟的方法,针对不同组分的价值进行核算。通过对资源价值核算相关理论与方法的探讨,希望能为风景资源的保护与利用提供一个新的对话平台和评判标尺,为实现风景资源的永续利用引入新的思维方式。
The reliable evaluation of scenic resources can only be effected on basis of the most updated theories concerning the value of such resources, which identifies them as social-welfare-yielding properties and clarifies the fundamental purposes for their evaluation. Once a primary framework that highlights the environmental values of various scenic resources is established, corresponding theories of environmental economics shall be made applicable to calculating the proper values of each resource type. In this paper the conceptual as well as practical feasibilities for establishing such a framework are explored, hoping to offer a new dimension and new assessing standards for utilizing and conserving scenic resources, and in turn contributing duly to a new line of thoughts for the sustainable use of them.
