The article analyzes the main reasons that product quality is low in small and mediumNon State-owned enterprises, and emphasizes the urgency of enhancing their quality management. Thearticle also gives some suggestions on carring out the ISO 9000 standards with changing 'rule by man'into 'rule by law' from the beginning work of basic management.
