碳货币本位设想：基于全新的体系建构

"Carbon Currency Standard":A Comprehensive Proposal Based on a New Trading Regime

面对信用本位制下无约束的货币泛滥和商品本位制(包括金本位)的刚性供应、炒作囤积以及分割兑付的困难,一种兼具商品本位和信用本位特征的全新货币体系——碳货币本位的设想在此背景下诞生,并显示出不同以往的禀质。作者从碳排放权作为一般等价物的商品属性出发,提出碳的"商品信用本位",突出其优于以往货币本位制度的特殊属性,对"碳本位"国际货币体系的合理性进行阐述,并进一步展开碳货币本位的系统设想,包括碳货币总量和碳货币发行权,碳货币完整的流通域与现行系统兼容的可能性以及碳货币本位下的汇率制度和超国界管理机构等。尽管碳货币本位设想的实施面临诸多挑战和不确定性,但是它为理解全球碳交易体系提供了一种全新的货币视角。

In contrast with the abusing authority of money paper issuance and the problems of rigid supply,hoarding and division difficulty of commodity standard(including gold standard),a new currency system—'carbon currency standard'—was born with features different from before.Up to now,the understanding of global carbon trading system is still limited as the carbon units exhibit the currency characteristics.With the nature of commodity,carbon emission rights have several attributes such as scarcity,wide acceptance,measurability,growing base and homogeneity,which make carbon 'universal equivalent'.This article put forward the comprehensive 'Carbon Currency Standard' which includes total amount of carbon currencies,foreign exchange system,either fixed or floating,the circulating scope and international overseers,and super-national administration.As an aggressive proposal but a return to commodity standard from paper money,the 'carbon currency standard' has met with challenges and uncertainties;however,it provides a completely new currency model to reconstruct the global carbon trading system and possibly will influence the future regime for post|Kyoto period.
