村级土地利用规划研究初探——以重庆市江北区鱼嘴镇双溪村为例

A CASE STUDY ON SHUANGXI VILLAGE IN CHONGQING CITY:LAND UTILIZATION PLANNING AT VILLAGE LEVEL

研究目的:分析编制村级土地利用规划的基本做法,并对编制对象、目标任务、工作重点、模式选择和规划的刚性、弹性等热点问题进行分析探讨。研究方法:实例分析与定性分析。研究结论:村级土地利用规划是对现有5级规划体系的有益补充;村级土地利用规划需要在多约束下寻求效益最大化;编制村级土地利用规划宜采用"上下结合"的工作模式;村级土地利用规划的"刚性"和"弹性"可以协调,方式还可进一步探索、丰富和完善;村级土地利用规划应特别注重各类规划的落地衔接。

This paper, aiming at the basic means of compiling land utilization planning at village level including objects, missions, focus, models, and hot points, uses a case to study qualitatively the land utilization planning at village level, with the results that the land utilization planning at village level is a good supplement to the existing five grades planning system; it needs to maximize the benefit under control; it should adopt a up-down working mode; its rigidity and flexibility can be coordinated, and its means will be optimized; and it should connect to all other land utilization plannings.
