中国煤炭流通环节治理型政府管控模式研究

A research on the management/control model by the Government of governance on coal distribution in China

认为我国政府对煤炭流通环节仍然以传统的行政型管控为主,由此产生的不利影响使得流通环节成为了我国煤炭资源配置不合理的主要瓶颈。提出应在煤炭流通环节建立治理型政府管控模式,构建全国煤炭市场体系和储备体系。

According to this paper,coal distribution in this country is still under the government s traditional administrative control.The resulting negative consequences left the link of coal distribution a major bottleneck of the unreasonable allocation of coal resources.This paper proposes that reform should focus on establishing a governance-oriented government control model on coal distribution in this country,the establishment of a nationwide coal market and a coal reserve system.
