摘要 首先介绍了安全标准化实施的关键步骤、技术特点及其在矿山的应用,通过现场调研、安全培训、危害辨识与风险评价、文件汇编等环节在山西某矿山建立了安全标准化管理信息系统,在此基础上开发了与之相配套的、基于B/S和C/S混合模式的、在局域网上运行的应用软件——矿山安全标准化管理信息系统。系统由统一信息发布平台、即时报警系统、安全记录管理系统、统计分析系统等14个子系统组成。系统的应用提升了矿山安全生产整体水平,实现了矿山安全标准化和信息化。 The paper takes its target to introduce a mining safety standardization of information system management based on C/S and B/S development. As is known, one of the significant missions for modern mines is to implement safety standardization and develop its own safety standardization of information management system (SSIMS). Taking Xiaoyi Mine as a case study sample, we have introduced the main objectives and key technology features concerning the application of SSIMS system. In fact, our safety standardization system has been designed through a series of steps, such as on-spot instigation and research, safety training, hazard identification and risk assessment, document compilation, etc. To make the system as comprehensive as possible, we have developed 13 functional modules for the information management system, including system management, alarming platform, organization management, safety management and control network, occupational health management, risk management, accident-reducing and control management, safety investment and insurance management, training management, track recording, safety performance guidance, statistics and analysis departments, report forms, etc. all of which are expected to fulfill their respective functions. This SSIMS, namely an internet application on LAN, is actually based on C/S and B/S mixed mode, which can integrate the entire safety information and safety management information into the mining safety standardization management system. The entire information management system functions in analyzing and conducting the data system as the nuclear center in controlling the whole course of the safety management. Actually the SSIMS consists of 14 subsystems, including the safety-management guidelines and goals, the safety organization system, systems on education and training, safety investment, occupational injuries, safety performance regulations, safety inspection system, processing steps, on-the-spot safety monitoring, risk-prevention management, emergency management, accident management, etc. All of the entire comprehensive system functions to eliminate real-time and dynamically unsafe objects status, correct unsafe human behaviors and improve the disadvantaged environments. Since this SSIMS system was put into operation one year, the staff in charge of production safety and security has been reduced from 5 to 3, with the output of bauxite increased by 8 %, and the cost of safety management dropping by 5 % . Thus, the SS1MS system has enhanced and elevated the mining safety management to a new level. Needless to say, it helps to build a favorable production environment in the mine.
