摘要
提出综合数量与质量特征的科技人力资源集聚指数,以刻画科技人力资源的区域集聚水平.通过对影响区域科技创新能力要素的分析,构建基于科技人力资源区域集聚指数的知识生产模型,表明科技人力资源区域集聚效应可以利用单位经费投入产出来度量;并对2006年不同区域的科技人力资源的集聚效应的数据进行了分析.在人均知识创新能力方面,中心城市北京、上海、天津具有压倒性的优势.
A new index,viz.that of science and technology human resources agglomeration,which combines the quality and quantity characteristics,is dedicated to demonstrate the agglomeration level more accurately.And with the analysis of area science and technology creativity factors,a regional knowledge production model is built up based on the agglomeration index.Regional agglomeration effect of technological manpower can be measured more on financial investment.After the data of 2006 being analyzed,the science and technology human resource regional agglomeration effect is explored.And the data analysis for 2006 indicates that central cities of Beijing,Shanghai and Tianjin enjoy overwhelming advantages with respect to per capita knowledge innovation capability.
