摘要
远程教育作为一种特殊的教育形式,其教学上时空分离的特质决定了数字化资源共享的必要性和紧迫性。本文以"国家现代远程教育资源库"为例,通过问卷调查,从应用视角深入探讨了数字化资源共享之难的表现及其形成因素,即教辅设计与学导需求存在错位、利益补偿与权益保护措施缺失、政策引导及激励措施明显滞后、资源丰富性与适用性存在失衡、用户认知与技能培训凸显不足,在此基础上提出了克服和消除阻碍因素的对策和建议。
Sufficient sharing of digital education resources is an important means to the construction of a society characterized with life long learning and learning for all.The National Modern Open and Distance Education Resources Bank,a project assigned to China Central Radio and TV University by the Ministry of Education,aims to build an open 'supermarket' of quality multi-media courses to be widely used and shared among individuals,national educational institutions such as Radio and TV Universities,traditional universities and colleges,industries and enterprises,and international ones.This study,through the research instrument of questionnaires from three groups of users,teachers,administrative staff and learners,investigates the status quo of the application of the courses and the factors affecting sharing of the courses.The result shows that the application of the courses is far from satisfying.Users score relatively low in terms of course characteristics and adaptability,show low recognition of the courses,and are not accustomed to using these courses.The authors identify the following factors affecting sharing of the courses:the huge gap between learners' actual needs and the grouping and indexing system designed on the basis of content and form,lack of compensation and copyright protection mechanisms for course designers,insufficient governmental policies and measures to encourage OER course development,imbalance between the number of courses designed and usability and adaptability,inadequate user recognition and training.
