北京市社区卫生服务运行机制改革评价指标体系的建立

Establishment of Evaluation Indicators System for Community Health Services Reform in Beijing

目的建立北京市社区卫生服务运行机制改革评价指标体系。方法应用文献研究法、专家咨询法确定评价指标;应用层次分析法确定各级各项指标的权重系数。结果建立了北京市社区卫生服务运行机制改革评价指标体系,包括一级指标5项,二级指标10项,三级指标44项,其中一级指标包括可及公平性、效率效果、费用、服务质量和满意度5个方面。结论本指标体系具有较好的科学性和实用性,可以用于政策实施效果的跟踪评价。

Objective To establish the evaluation indicators system for community health services reform in Beijing. Methods The methods of literature research and expert consultation were chosen as evaluation indicators; The analytical hierarchy process （AHP） was used to define weight coefficient of every indicator. Results We set up an evaluation indicators system for community health services reform in Beijing, including 5 as the primary indicators that consist of five respects of fairness, efficacy and effect, expense, service quality and satisfaction, 10 as the secondary indicators, and 44 as the tertiary indicators. Conclusion The evaluation indicators system is scientific and practical and can be used to evaluate the effect of implementing policy.
