摘要
义务教育的优质均衡发展应该如何解释?实践中存在着缺乏限定性、取向精英化、忽视教育的特殊性等问题。这些问题何以发生?政策、理论遭遇到复杂性实践、隐性制度化依然延续旧传统、评价失衡造成的发展困境等都值得检讨。实施"兜底"均衡的教育资源配置保障、合格均衡的评价取向、体验均衡的教育关怀、特色均衡的差异思想,有望推进一种底线均衡的义务教育优质均衡发展。
How to explain the high-quality and balanced development of compulsory education? In practice exist such problems as lack of definition, elitism of orientation and ignorance of educational particularity. Why do these problems emerge? To answer it, we must examine the fact that both policy and theory have encountered practical complexity, the implicit institution is still traditional and the imbalanced evaluation has made it difficult for development. By keeping the bottom line for guaranteeing the balanced allotment of educational resources, acceptable and balanced assessment orientation, educational care experiencing balance and differentiated ideas of characteristic balance, we can hope to promote the high-quality and balanced development of compulsory education with a bottom line.
