摘要
"特岗计划"是教育部等中央四部门联合启动实施的专项计划,这项政策制定的目的就是要探索建立农村教师长效补充机制,提升农村师资素质水平,适应新阶段教育发展高质量师资的需求。运用政策分析理论,从问题认定、执行评价、政策调整等方面对计划试点工作进行的分析,可以对推进新一轮计划、进一步提高政策实施效果有所裨益。
"The Project of Special Post" for Teachers was jointly started by the Ministry of Education and three other central ministries. It is aimed .at establishing a long-term supplementary mechanism for rural teachers and improving the quality of rural teachers in order to satisfy the requirement for high-quality teachers in the new stage of educational development. Policy analysis theory is used to discuss the project from problem determination, execution assessment and policy adjustment in order to carry out the new plan and further improve the effectiveness of the implementation of the policy.
