医院伦理委员会是铸造医学人文关怀的组织形式,其宗旨是为了保护病人的生命健康权益和受试者的人格尊严。针对我国医院伦理委员会建设和运行中存在的缺陷,从机构设置、资质认定、工作章程、完善机制等方面规范医院伦理委员会建设,促进其在临床实践和医学研究中充分发挥医德教育、伦理审查、伦理咨询等职能。

The hospital ethical cominittee is an organization of relizing medical human care,whose mission is to protect the patient＇s rights of life and health, as well as human dignity of the subjects.The artical suggests that the construction of the committee should be standardized from all aspects such as the setup of institution,the criterion of qualification,the working constitution and the improvement of mechanism. All this is to give full play to its functions in clinic practice and medical research,which are medical ethics education,ethical review and ethical consultation.
