摘要
为解决高速公路建设与土地集约利用之间的矛盾,针对新一轮基础设施投资建设高潮,结合国情对未来建设用地的需求进行探讨,并进一步从现行公路建设用地的法律依据、政策标准进行总结分析。以我国高速公路建设管理模式和工程特点为基础,采用系统分析的方法分别从制度创新、技术创新、管理创新3个方面提出了降低高速公路建设用地的具体措施。最后结论揭示了高速公路建设与土地集约利用之间存在的复杂双向互动关系,提出只有树立高速公路发展与土地集约利用并举的理念,逐步建立起低占地、低费用、高效率的集约型高速公路发展模式,才能保证高速公路建设目标顺利实现。
Aimed at the conflict between expressway construction and intensive use of land, infrastructure investment for a new round construction, the future needs of the construction sites was discussed with combination of the real conditions. The current legal basis, policies and regulations for road construction sites were also analyzed. Based on the management model and engineering characteristics of expressway construction in China, specific measures for reducing express construction land were put forward from the aspects of institutional innovation, technological innovation, management innovation by using system analysis method. The complex two-way interaction between expressway construction and intensive use of land was revealed. It is pointed out that only to establish the concept of express development and intensive use of land simultaneously and graduall expressway development model which has the characteristics of less land occupation, low y establish an intensive COSt and high efficiency can we ensure the smooth realization of expressway construction target.
